A–C terms

AFSL (Australian Financial Services Licence)
An AFSL is a licence issued by ASIC that authorises a person or organisation to conduct specified financial services businesses in Australia. Financial planning businesses operating under an AFSL must continue to meet applicable licence obligations when functions are outsourced or supported offshore. Offshore staffing does not transfer those responsibilities to the staffing provider.

Aggregator
An aggregator provides mortgage brokers with access to lender panels and commonly provides technology, compliance, professional development and business support. Aggregator requirements for offshore staff can vary, so brokers should confirm their aggregator's current policies before providing offshore team members with access to relevant systems or client information.

APPs (Australian Privacy Principles)
The Australian Privacy Principles are contained in the Privacy Act 1988 and regulate how covered organisations handle personal information. For businesses using offshore teams, APP 8 is particularly relevant to cross-border disclosure of personal information, while APP 11 addresses the security of personal information.

BPO (Business Process Outsourcing)
BPO is an arrangement where a business contracts an external provider to perform particular business processes or functions. These may include customer service, finance, administration, IT or back-office operations.

Traditional BPO may focus on the delivery of a defined process or outcome, while dedicated offshore staffing typically provides individual team members who work within the client's existing processes and team structure.

Credit analysis
Credit analysis in mortgage broking involves reviewing and preparing information relevant to a lending scenario, such as borrower financial information, servicing calculations and supporting documentation. Offshore credit analysts may assist with defined preparation and processing activities, while the broker remains responsible for regulated activities, credit judgement and applicable obligations.

Compliance framework
A compliance framework is the collection of policies, controls, processes, responsibilities and monitoring mechanisms a business uses to manage its legal and regulatory obligations.

For offshore teams, this can include privacy controls, system permissions, supervision, information-security practices, documented processes, staff training and escalation procedures.

Credit Representative
A Credit Representative is a person or organisation authorised to engage in specified credit activities on behalf of an Australian Credit Licensee or another authorised principal. Employing or engaging offshore support does not automatically make an offshore team member a Credit Representative. Whether an activity requires authorisation depends on the activities actually performed.

D–M terms

Dedicated offshore team member
A dedicated offshore team member works for one client rather than completing ad hoc work for multiple businesses. They become familiar with the client's systems, processes, team and expectations and can progressively take ownership of defined responsibilities.

This is central to answering what is a managed offshore team. Rather than purchasing individual tasks, the business builds ongoing capability around dedicated people.

Delegation
Delegation is the structured transfer of appropriate responsibilities from one person to another. Effective delegation includes clear task ownership, documented processes, quality expectations, review points and escalation procedures.

For mortgage brokers and financial planners, delegation does not mean transferring professional or regulatory accountability where that accountability remains with the Australian business or authorised professional.

EOR (Employer of Record)
An Employer of Record is an organisation that formally employs workers on behalf of another business. Depending on the arrangement and jurisdiction, the EOR may handle employment contracts, payroll, statutory employment obligations and other employment administration while the worker performs services for the client business.

An EOR arrangement should not be confused with transferring responsibility for a client's Australian regulatory obligations.

Financial planning administration
Financial planning administration covers operational activities supporting advisers and their clients, such as maintaining records, preparing documents, processing implementation requirements and managing workflow. The precise activities delegated should reflect the practice's AFSL arrangements, internal controls and the nature of the work.

HMO (Health Maintenance Organisation)
In the Philippines, HMO commonly refers to private healthcare cover offered as an employee benefit. It is not the same as Australia's Medicare system and should not be confused with a statutory employment entitlement. Depending on the offshore staffing provider and employment package, HMO coverage may form part of employee benefits.

Information security
Information security is the practice of protecting information against risks including unauthorised access, misuse, alteration, loss and disclosure. In an offshore staffing environment, relevant controls can include role-based access, multifactor authentication, managed devices, endpoint protection, secure networks, monitoring and staff security training.

ISO/IEC 27001
ISO/IEC 27001 is an international standard for information security management systems (ISMS). Certification indicates that an organisation has established and is independently assessed against a structured system for managing information-security risks within the scope of its certification.

ISO/IEC 27001 certification does not automatically make a mortgage brokerage or financial planning practice compliant with the Privacy Act or its other regulatory obligations.

Loan processing
Loan processing covers the operational work required to move a mortgage application through the lending process. Depending on the brokerage, this can include document collection, CRM updates, application preparation, lender follow-ups, valuation administration and settlement-related support.

Managed offshore staffing model
A managed offshore staffing model combines dedicated offshore personnel with provider-supported infrastructure and employment services. Depending on the provider, this can include recruitment, employment administration, payroll, HR, IT, workspace, employee support, training and ongoing client support.

It differs from hiring someone offshore directly, where the Australian business may need to establish and manage more of those functions itself.

MFA (Multifactor Authentication)
MFA is a security measure requiring more than one form of verification before a user can access a system. For offshore teams accessing CRMs, document systems or other business platforms, MFA can form part of a broader access-control approach.

N–Z terms

NCCP Act (National Consumer Credit Protection Act 2009)
The NCCP Act establishes Australia's national framework for the regulation of consumer credit and credit assistance. Mortgage brokers and other regulated credit businesses must continue to meet applicable NCCP obligations when offshore staff support their operations.

Offshoring administrative or processing work does not remove the Australian business's regulatory responsibilities.

Offshore staffing
Offshore staffing is a workforce model in which a business employs or engages team members located in another country to perform defined roles within its operations. In a dedicated model, offshore employees work as an ongoing extension of the client's team rather than completing isolated outsourced tasks.

Offshore VA
An offshore VA, or virtual assistant, is a remote team member based in another country who supports a business with defined responsibilities. The term can cover a wide range of capabilities, from general administration to specialised mortgage broking and financial planning support.

When offshore VA terms are explained in a financial-services context, it is important not to assume every offshore role is general administration. Responsibilities can include loan processing, credit-analysis support, paraplanning support and industry-specific administration.

Outsourcing
Outsourcing means engaging an external party to perform work that could otherwise be completed internally. The external provider may deliver a process, project, service or individual task.

Outsourcing and offshore staffing can overlap, but they are not identical. Offshore staffing focuses on where and how a workforce is structured, while outsourcing describes the transfer of work to another party.

Paraplanning
Paraplanning is the technical and administrative work that supports the financial advice process. Depending on the practice and role, it can include research support, strategy modelling and preparation of advice documentation such as Statements of Advice and Records of Advice.

The adviser and AFSL remain responsible for ensuring delegated activities operate within the appropriate advice, supervision and compliance framework.

Privacy Act 1988
The Privacy Act 1988 is a key Australian law governing the handling of personal information by organisations within its scope. Businesses using offshore teams need to consider how personal information is accessed, stored, used and disclosed, including relevant cross-border requirements.

Role-based access control
Role-based access control limits a person's system access according to the responsibilities of their role. An offshore loan processor, for example, should not automatically receive access to every system or category of client information simply because they work within the brokerage.

The principle is to provide the access necessary for the role while avoiding unnecessary permissions.

SOP (Standard Operating Procedure)
An SOP is a documented set of instructions explaining how a recurring task or process should be completed. A useful SOP identifies the trigger for the task, required inputs, process steps, systems used, quality checks, escalation points and expected output.

SOPs are particularly valuable when onboarding offshore team members because they turn processes that may previously have existed only in the business owner's head into repeatable workflows.

White label
White label describes a product or service produced or delivered by one organisation but presented under another organisation's brand. In outsourced financial-services operations, a white-label arrangement may differ substantially from a dedicated staffing model, where an identifiable team member works within the client's business and processes.

Virtual assistant (VA)
A virtual assistant is a person who works remotely and provides business support. The term is broad and does not describe a specific skill level, employment model or industry capability.

In mortgage broking and financial planning, role titles such as loan processor, credit analyst, paraplanner or financial planning administrator can provide greater clarity about the work actually being performed.

ACL – Australian Credit Licence: The licence required to engage in specified credit activities unless an exemption or other permitted arrangement applies.

AFCA – Australian Financial Complaints Authority: Australia's external dispute resolution scheme for financial complaints involving member financial firms.

AFSL – Australian Financial Services Licence: The licence authorising specified financial services activities.

APP – Australian Privacy Principle: One of the principles governing the handling of personal information under the Privacy Act.
