Sourcing Lead

About the Role

The Sourcing Lead will oversee the development, execution, and continuous improvement of all sourcing strategies to ensure a steady and high-quality talent pipeline. This role includes people management responsibilities for a team of three sourcing specialists, vendor and budget oversight, and close collaboration with recruitment, marketing, and external organisations to strengthen the company’s hiring funnel and employer brand visibility.

The Sourcing Lead drives the development, execution, and continuous improvement of sourcing strategies that build a steady and high-quality talent pipeline across all business lines. This role oversees a team of sourcing specialists, manages vendor partnerships and sourcing budgets, and collaborates closely with Recruitment, Marketing, and other internal stakeholders to strengthen the company’s hiring funnel and employer brand.

You will act as both a strategic and hands-on sourcing expert, leveraging data and analytics to refine sourcing strategies, optimise conversion rates, and reduce time-to-fill (TTF) across hiring channels for niche and non-niche roles available in the business.

Ideal Candidate (Must Have Experience)

  • Bachelor’s degree in Human Resources, Business Administration, or a related field.
  • At least 10 years of sourcing and recruitment experience, including 2+ years in a supervisory or leadership role.
  • Strong knowledge of sourcing tools, ATS, and recruitment technology (e.g., LinkedIn Recruiter, ATS, CRMs).
  • Proven experience in vendor management, budget tracking, and cost optimisation.
  • Solid experience maintaining performance reports and cost-per-hire trackers.
  • Excellent communication, stakeholder management, and negotiation skills.
  • Ability to balance strategic planning with hands-on execution.
  • Familiarity with the AU finance talent market is a plus.
  • Preferably Cebu-based but open for Davao-based as well (Sites are located in Cebu City and Davao City)

Tasks and Responsibilities

Leadership & Sourcing Team Development

  • Lead, coach, and mentor a team of three sourcing specialists to deliver high-quality candidate pipelines.
  • Set clear performance metrics, monitor outcomes, and drive continuous improvement in sourcing and delivery.
  • Encourage innovation, collaboration, and proactive sourcing within the team.

Data Management, Sourcing Strategy & Execution

  • Analyse and interpret sourcing analytics to drive strategic data decisions and improve conversion rates across channels.
  • Maintain comprehensive performance reports and cost-per-hire trackers, presenting insights and recommendations to leadership.
  • Ensure sourcing effectiveness and efficiency through data-backed process improvements.
  • Using data gathered to design and implement sourcing strategies for high-volume, niche, and specialised roles across VAP open roles.
  • Use market insights, data, and analytics to identify trends, guide sourcing priorities, and make strategic data-driven decisions.
  • Initiates process implementations influencing hiring outcomes through market intelligence.
  • Adopt and optimise new sourcing technologies and channels to expand candidate reach and engagement.

Vendor, Budget & Reporting Management

  • Oversee sourcing vendors, subscriptions, and recruitment tools to maximise ROI.
  • Monitor and track sourcing costs, ensuring flexible and efficient use of the sourcing budget. Reduce CPH.
  • Negotiate and manage partnerships for sourcing and talent-pool building initiatives.

External Partnerships & Employer Branding

  • Build and maintain partnerships with schools, professional organisations, and training institutions to strengthen talent pipelines.
  • Collaborate with Marketing to plan and execute employer branding campaigns and events that enhance company visibility in all relevant markets.
  • Represent the company at recruitment and sourcing events as a brand ambassador.

Success in This Role Means - KPIs

  • Reducing overall time-to-fill (TTF) across hiring lines.
  • Delivering consistent, cost-efficient, and high-quality sourcing pipelines.
  • Using data insights to continuously improve sourcing effectiveness and conversion rates.
  • Strengthening the company’s brand presence in key hiring markets.
  • Building a scalable sourcing function with proactive coverage for future talent needs.
